Need support on looting land tiles.

I have tried looting land tiles from some islands, and so far, I was not able to succeed.

I have sent several attacks over an island that was about 250 tiles big, and was level 14, and was not able to get even the tiles that that island had in stock to be used. The attacks started few minutes before the afternoon tiles (1PM EST) were delivered, and kept sending attacks for more than two hours, when the owner of that island connected and went to the protected zone.

Meaning, it was not possible to loot land from an island 250 in size and with tiles in stock.

Does anybody have clear information on what is needed to be able to loot land tiles from other islands? And how big the victim island MUST be?

According to Terra, level 14 or below are not lootable at all. Above that it has a certain chance which is yet undiscovered but certainly too low with 250 tile islands.

According to some reports i have heard that even if the Iselad is lvl 19 and got 350 Parts and you attack is with 22 IB you won't get any parts from it.
