Questions about Academy and Fleet Headquarters

Questions about Academy and Fleet Headquarters

I was wondering what are the uses for having more than one Academy or leveling it more than level 10, since, so far, I have not seen any building that needs it.

And regarding the Fleet Headquarters, do they add up their boosts if I have more than one? 1 level 1 gives 10% boost, do 2 level 1 give 20% boost to the fleets?

I know I've been asking a lot lately, but some things are not clear in the game tutorial.
