I would love to know the effect for having the Druid Academy at higher levels as well. So far, I saw it's utility only until I was able to start building shipyards.

Druid acadamy isn't necessary at all, as you don't even need a fleet HQ. Fleet HQ is to increase number of fleets you can send at the same time. Due to constantly increasing your fleet capacity by building new / upgradin existant harbours and shipyard, the amount of sendable fleets increases as well. I don't know anyone but some SNF fools, who needs this function. (They try to "overload" other users' browsers by spamming with attacks).
So just forget about building a druid academy, either upgrading above the level you allready have.

FHQ is nice for the endgame where you need a lot of fleet slots for scale transporting if you are the carrier.
